The Boulder combines entry-time scrying, mana filtering, and an expensive answer to any permanent. Its filtering ability costs mana to activate, so it should not be described as ordinary ramp. The removal mode is a late-game option. In a deck with artifact synergies, the early filtering and card type may matter more than ever activating that final ability.

Flashback supplies a built-in second use, so a spell-heavy deck can value it as an early cantrip and later refill. The second casting costs four mana through flashback; that delayed payoff is part of the evaluation, not free card advantage on turn one.
